Vangela Barnes

Vangela Barnes
Board President, OSBA Legislative Liaison Alternate

Board Member Ms. Vangela Barnes is a local business owner who brings a dynamic understanding of the needs of employers to her service on the Board of Education. She owns and operates Wireman Electric, LLC, and works as an IT Project Manager consultant for corporations. As a CW board member, she is a board representative to the CWJRD board and Business Advisory Council.

Ms. Barnes holds a Bachelor of Science in Computer Information Systems from DeVry Institute of Technology. She is actively engaged in the community and serves as the Commissioner Chair for the Greater South East Area Commission (GSEAC). Within GSEAC, she contributes to the Building and Zoning Committee. A dedicated resident of Canal Winchester for nearly two decades, Ms. Barnes is a mother of five, with four graduates from Canal Winchester Schools, and a foster parent to two additional CW Schools graduates.

Ms. Barnes embodies a heartfelt commitment to our children's well-being, a passion that led her to pursue a position on the school board. She aims to leverage her drive and influence to inspire and support even the most challenged students in completing their high school journey. Her current term expires on December 31, 2025.

Dave George

Dave George
Board Vice President, CWJRD

Board Member Mr. Dave George, an experienced IT professional, offers a unique blend of technical expertise and a deep understanding of the vital role technology plays in the lives of school districts and families as a member of the Canal Winchester Board of Education. Joining the Canal Winchester Local Schools Board of Education in January 2022, Mr. George holds a Bachelor of Science in Mechanical Engineering from the Georgia Institute of Technology, providing a solid foundation in technology.

With a background as a former U.S. Army Officer and veteran, Mr. George brings practical insights into operations and logistics to the board. He serves as the Connectivity Manager for the City of Columbus, overseeing city-wide Wifi, fiber connections, network devices, and data connections.

Beyond his professional roles, Mr. George is actively involved in the Canal Winchester community as a parent within the school district and has been a dedicated volunteer coach for youth sports since 2013. His current term expires December 31, 2025.

Chloe Green

Chloe Green
Board Member, OSBA Student Achievement Liaison

Board Member Chloe Green is one of the newest additions to the Canal Winchester Local Schools Board of Education, joining us in January 2024.

Chloe is a homeowner, ordained minister, former early childhood education instructor, and has served as the assistant director of a four-star Step Up To Quality-rated early childhood education center. She is on a mission to grow our community. A native of Norfolk, Virginia, and raised in the great State of Ohio, she is the daughter of two Navy Veterans.

She graduated high school at the age of 16 and soon thereafter began pursuing her Psychology degree at Franklin University. After earning her Child Development Associate, Chloe recently partnered with the State of Ohio on its model program designed to mentor young girls and prevent teenage pregnancy. 

Chloe's leadership earned her an award as Radio One's youngest Represent Change Award recipient. A testament to her drive and can-do attitude, she has been featured in several national publications after becoming one of Southeastern Ohio's youngest homeowners.  Ms. Green currently works in the Ohio Legislature and has previously served in the United States Senate. Ms. Green believes students are the next generation, and we must do everything we can to empower our students to become the leaders of tomorrow.

Monika Talley

Monika Talley
Board Member, OSBA Legislative Liaison

With two decades of devoted public service, Mrs. Talley's experience includes the State of Ohio and Franklin County, where she played vital roles within the Child Support Enforcement Program. For ten years, she excelled as the Parentage Program Coordinator for Franklin County's CSEA, before making a seamless transition to become the Child Support Liaison Supervisor for Franklin County Domestic Relations and Juvenile Court under Court Services.

Mrs. Talley's dedication to the betterment of the community extended beyond her official roles. For nearly a decade, she actively participated on the Advisory Board and served as a public speaker for GRADS (Graduation, Reality and Dual-Role Skills) at Tolles Career & Technical Center, supported by the Ohio Department of Education. Her commitment to this program continued until its funding was regrettably discontinued.

Through her extensive journey in public service, Mrs. Talley's track record exemplifies her passionate advocacy for children and families. She understands the importance of addressing socio-economic and social-emotional issues that significantly impact education. Her ultimate aspiration is to ensure that every child has access to a quality education and the opportunity to unlock their fullest potential. Mrs. Talley's invaluable insights can shed crucial light on the challenges and possibilities that lie ahead for our education system.

Adam Twiss

Adam Twiss
Board Member, CWJRD

Board Member Mr. Adam Twiss brings the insights of more than 20 years in the classroom and a passion for his hometown to the board of education. He is an assistant principal at Logan-Hocking Middle School in the Logan Hocking School District. Mr. Twiss was a classroom educator for 25 years, including 20 years as a Career-Based Intervention and Health teacher at Canal Winchester Schools.

A 1989 Canal Winchester High School graduate, Mr. Twiss holds a bachelor's degree in education from Baldwin-Wallace College, a Master of Education from Marygrove College, and a Master of Educational Leadership from the University of Dayton, where he completed his principal coursework. He is the parent of two Canal Winchester High School graduates.

Mr. Twiss's commitment to the community's children extends beyond the school day to coaching basketball and football and overseeing youth sports camps. Elected to his first term in 2023, he has been involved in the community for more than 45 years and is committed to transparency and student achievement. He hopes to use his position on the board to bridge the gap between the community and its schools and to advocate for all students, staff, and community members. His current term expires on December 31, 2027.
