Board Members
Joe Arndt

Board Member Mr. Joe Arndt has dedicated his career to serving students and schools and now continues that commitment as a member of the Canal Winchester Schools Board of Education. A 1982 graduate of Canal Winchester High School, Mr. Arndt has worked in education for more than 38 years. He returned to his alma mater as a school counselor and teacher and retired from Canal Winchester Schools after 24 years of service in 2021. He currently serves as an Educational Liaison for the Educational Service Center of Central Ohio.
A longtime supporter of Canal Winchester athletics, Mr. Arndt coached basketball for 35 years, including 18 years as the Varsity Boys head coach at Tree of Life Christian High School. As a CWHS student-athlete, he was named All-Ohio and went on to play basketball at Mount Vernon Nazarene University.
Mr. Arndt and his wife, Barbara, a retired educator, have two daughters, Lauren and Leah, both graduates of Canal Winchester High School, who also chose careers in education. They welcomed their first grandson, Brooks, in February 2025. Mr. Arndt holds a bachelor’s degree in Business Administration from Mount Vernon Nazarene University, a master’s degree in Career Education from The Ohio State University, and a master’s degree in School Counseling from the University of Dayton.
He volunteers as a member of the Canal Winchester High School Athletics Hall of Fame Committee and is a member of both the Canal Winchester High School and Mount Vernon Nazarene University Athletic Halls of Fame. His daughter, Lauren (Arndt) Buchler, is also a member of the CWHS Hall of Fame. Mr. Arndt and his family attend Grace Fellowship Church.
Mr. Arndt was elected to his first term on the Board of Education in November 2025. His current term expires December 31, 2029.
Lea Cobb

Board Member Mrs. Lea Cobb has dedicated more than 20 years to public education as a classroom teacher, principal, and district administrator. She currently serves as an assistant principal with Westerville City Schools and previously held leadership roles in Whitehall and Canal Winchester Local Schools, including as principal and assistant principal at Indian Trail Elementary. Mrs. Cobb began her career as a first-grade teacher in Newark and Whitehall City Schools.
Mrs. Cobb is a graduate of The Ohio State University and earned her master’s degree in educational administration from Ashland University. Over the course of her career, she has worked with district leadership on policy implementation, budgeting, staff support, and state and federal compliance. She has also led schools through important moments such as the COVID-19 pandemic, building expansion projects, and budget challenges.
A proud parent and active member of the Canal Winchester community, Mrs. Cobb and her husband are raising their daughters locally. She enjoys cheering on her children at tennis matches, dance events, and leadership activities. When her oldest daughter is home from college, they enjoy time together as a family, attending church events, going to the movies, and trying local restaurants. Mrs. Cobb is involved in her church, volunteers in school-based programs, and is the founder of a nonprofit organization focused on girl empowerment and leadership.
Her commitment to service, equity, and strong relationships continues to guide her work on behalf of students, staff, and families across the district. Mrs. Cobb was elected to her first term on the Board of Education in November 2025. Her current term expires December 31, 2029.
Chloe Green

Board Member Chloe Green was elected to the Canal Winchester Local Schools Board of Education for her first term in November 2023.
Chloe is a homeowner, ordained minister, former early childhood education instructor, and has served as the assistant director of a four-star Step Up To Quality-rated early childhood education center. She is on a mission to grow our community. A native of Norfolk, Virginia, and raised in the great State of Ohio, she is the daughter of two Navy Veterans.
She graduated high school at the age of 16 and soon thereafter began pursuing her Psychology degree at Franklin University. After earning her Child Development Associate, Chloe recently partnered with the State of Ohio on its model program designed to mentor young girls and prevent teenage pregnancy.
Chloe's leadership earned her an award as Radio One's youngest Represent Change Award recipient. A testament to her drive and can-do attitude, she has been featured in several national publications after becoming one of Southeastern Ohio's youngest homeowners. Ms. Green previously worked in the Ohio Legislature and the United States Senate. Ms. Green believes students are the next generation, and we must do everything we can to empower our students to become the leaders of tomorrow. Her current term expires on December 31, 2027.
Monika Talley

Monika Talley was first appointed to the Canal Winchester Local School District Board of Education in January 2020 and elected to her first full four-year term in November 2021. She has served as Board Vice President (2023), Board President (2024), and was selected by fellow board members to serve as Board President in 2026. She was re-elected in November 2025, with her current term running through December 31, 2029.
Mrs. Talley brings more than 20 years of public service experience at the state and county levels of government. Her career includes extensive work within the Child Support Enforcement Program, Ohio’s second-largest public program impacting children, where she has focused on providing services that support legal and procedural operations within the child support program that strengthen outcomes for families and promote financial stability in their homes. She currently supervises the Child Support Liaison Department at the Franklin County Domestic Relations and Juvenile Court, overseeing judicial child support cases and appeals of administrative support actions in Ohio’s largest metropolitan county.
A strong advocate for public education and community engagement, Mrs. Talley has served as an Ohio School Boards Association (OSBA) Ambassador for Public Education and Delegate since 2023. In 2025, she was recognized by the Ohio School Boards Association with a Governance Aptitude Award. She also served nearly a decade on the Advisory Board for the GRADS (Graduation, Reality, and Dual-Role Skills) program at Tolles Career & Technical Center, providing guidance on legal parentage and child support while presenting to educators and students across Ohio.
Mrs. Talley holds an Executive Master of Public Administration degree from Ohio University and dual bachelor’s degrees in Social and Behavioral Sciences and Humanities from The Ohio State University. She is currently pursuing a doctorate in Public Administration and Public Policy with a specialization in Law at Walden University.
Mrs. Talley and her husband, Chad, have been residents of Canal Winchester for 17 years and are the proud parents of two daughters who attend Canal Winchester Schools. Through her service, she remains committed to advocating for children and families, with a focus on addressing socio-economic and social-emotional factors that influence student success and ensuring every student has access to a high-quality education.
Adam Twiss

Board Member Mr. Adam Twiss brings the insights of more than 20 years in the classroom and a passion for his hometown to the board of education. After a dedicated career in education, Mr. Twiss retired at the end of the 2024–2025 school year, finishing his service as an assistant principal at Logan-Hocking Middle School in the Logan-Hocking School District. He was a classroom educator for 25 years, including 20 years as a Career-Based Intervention and Health teacher at Canal Winchester Schools.
A 1989 Canal Winchester High School graduate, Mr. Twiss holds a bachelor's degree in education from Baldwin-Wallace College, a Master of Education from Marygrove College, and a Master of Educational Leadership from the University of Dayton, where he completed his principal coursework. He is the parent of two Canal Winchester High School graduates.
Mr. Twiss's commitment to the community's children extends beyond the school day to coaching basketball and football and overseeing youth sports camps. Elected to his first term in 2023, he has been involved in the community for more than 50 years and is committed to transparency and student achievement. He hopes to use his position on the board to bridge the gap between the community and its schools and to advocate for all students, staff, and community members. His current term expires on December 31, 2027.
